Summary: Position will be responsible for environmental permit application preparation for various Energy Transfer projects in Latin America while supporting assets in the United States.

Essential Duties & Responsibilities:

  • Detailed knowledge and understanding of environmental regulations and how they apply to Power generation, natural gas, crude oil & finished products transportation sector (pipelines and trucking) and facilities (terminals, tank farms, power plants and wastewater).
  • Detailed knowledge and understanding of the Environmental and Social Impact Assessment (ESIA) process in various Latin American countries and the National Environmental Policy Act (NEPA) process in the United States as well as similar processes.
  • Responsible for environmental and air permit application preparation for various types of projects which include an understanding of general permit and authorization processes in various countries in Latin America.
  • Reviews and analyzes local, state, & federal laws and regulations as needed and applies analyses to specific projects.
  • Coordinates multiple projects, working with various operational, commercial, and engineering groups and all levels of management.
  • Has detailed knowledge and can conduct oversite of wetland delineations, habitat assessments, and endangered species surveys and studies.
  • Experience with cultural resources studies and surveys and agency and indigenous consultation for siting/routing of pipelines and facilities.
  • Works with minimal supervision in a fast-paced environment.

Requirements: Education and/or experience, knowledge, skills & abilities: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:

  • Bachelor's degree in Engineering or additional equivalent experience and 6 - 10 years of related experience.
  • Understanding of environmental regulations and processes in the Latin America and United States.
  • Strong experience with Word, Excel, Outlook, and simulation software like Promax or Hysis is a plus.
  • Working knowledge and experience with greenhouse gas emissions estimations, hazardous air pollutant (HAP) specifications, and other calculation tools required for emissions.
  • Working knowledge and successful experience with ESIA/NEPA requirements, environmental/cultural survey planning and management, permit application preparation and agency consultation is preferred
  • Reads, writes and speaks both English and Spanish fluently.
  • Excellent verbal & written communication skills are required.
  • Has a travel VISA, or able to obtain a travel VISA for travels to USA and various other Latin American countries.

Preferred Qualifications: Education and/or Experience, Knowledge, Skills & Abilities:

  • Working knowledge of New Source Review, PSD, and Title V Permitting (USA specific) is a plus.
