Summary

Performs land and property activities related to capital projects and operations supporting Projects of the company in Central and South America. Position will be based in Panama.

Essential Duties and Responsibilities

  • Acquires land and other property rights as appropriate for the construction and operation of pipeline systems and facilities
  • Negotiates the settlement of property damage and loss claims associated with the construction of pipeline systems and facilities
  • Establishes value regarding land rights acquisition
  • Prepares and services all necessary permits for the construction and operation of pipeline systems and facilities
  • Resolves damage claims, landowner complaints and inquiries as related to projects
  • Interfaces with corporate management, operations personnel, engineering, legal department, construction personnel, surveyors and land service company personnel
  • Communicates, associates and negotiates with landowners, tenants, lawyers, government and municipal entities, private corporations and any other institution possessing an interest in land to acquire the necessary property rights
  • Represents the company in public hearings, trials, condemnations, and other appearances as necessary
  • Oversees the efforts and work product of contractors and consultants to ensure that all work is completed on time and within budget in compliance with company guidelines
  • Provides collaboration and leadership when working as part of a group or team.
  • Develops and provide scopes of work and cost estimates which shall include work cost, labor and expenses.
  • Ensures that needed meetings are held, important agenda items are discussed, and team members are kept apprised
  • Serves as a technical resource regarding property related matters

Requirements

  • · Secondary degree or law degree with an emphasis on real estate required.
  • · A minimum of five (5) years’ experience in property acquisition & maintenance related activities in Latin America
  • · Comprehensive knowledge of project management, land rights and title, survey descriptions, legal and engineering terminology
  • · Fluency in both English and Spanish is required
  • · Must be self-directed, understand the time sensitivities of projects and able to supervise simultaneous projects and contractors successfully
  • · The ability to prioritize and meet deadlines
  • · Must be knowledgeable of real estate principles, rules and regulations pertaining to the acquisition and maintenance of easements, leases, licenses, permits and other land rights
  • · Excellent analytical ability and judgment
  • · Excellent written and verbal communication skills
  • · Proven problem solving & conflict management as well as decision making skills
  • · Ability to understand, prepare and review technical documents such as easements, leases, licenses, etc.
  • · Strong computer skills in Microsoft Office (Word, Outlook, SharePoint, OneDrive, Excel, PowerPoint) as wells as ESRI or other map-based GIS programs, contract and accounting databases.
  • · Ability to prepare and review spreadsheets using excel
  • · Demonstrate a high level of integrity and sensitivity
  • · Strong interpersonal skills – high degree of interaction with a variety of groups from field construction personnel, vendors and internal personnel (environmental, engineering, operations)
  • · Ability to manage multiple tasks at a time successfully
  • A self-starter who will take initiative and who works well with minimum supervision.
  • Must be able to work within a team environment to accomplish organizational goals with the ability to meet priorities and deadlines.
  • Thorough understanding of the relevant government and/or municipal jurisdictional requirements as they relate to the transportation and storage of hydrocarbons and Power generation
  • · Should have a travel Visa or be able to obtain travel Visa to USA and various other Latin American countries

Working Conditions

  • · Usual normal office working conditions
  • · Valid driver’s license or equivalent
  • · Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing
  • · Occasional overnight travel to various Latin American countries will be required
  • · Occasional visits to industrial and manufacturing settings which may include exposure to various materials and chemicals as well as extreme temperature conditions and loud machinery and require appropriate personal protective equipment
